It’s just that the company culture has not developed in a manner that makes this happen.

Because the best employees aren’t the ones who do the best work, but the ones who do the best work the most. This is especially true for technical positions such as software engineers. As the name suggests, these positions involve working with computers and their processing power. In this regard, they’re very important because they are one of the most important skills in any career.
